Any atom from period 2 downwards will have a number of core electrons between the nucleus and the outer shell. As these electrons are closer to the nucleus they will have a bigger pull from the protons in the nucleus and the nuclear charge on the outer electrons will be diminished, resulting in an effective nuclear charge.

Across a period the number of protons increases by one whilst the number of core electrons change by periods increasing the effective nuclear pull along a period.
